There is no specific law for casual leave. Normally, the organization follows the guidelines given below:

Yes.

Casual Leave (CL) Overview
Casual Leave (CL) is meant to be availed for meeting any unforeseen personal or domestic exigencies. CL can be taken in case of emergencies. Companies can formulate their own CL/Leave policies. CL cannot be taken for less than half a day or more than 2 days at a stretch. CL cannot be carried forward or encashed. The unavailed portion of CL shall automatically lapse at the end of the calendar year or financial year, as applicable.

We are a part of society and may need casual leaves. The following could be the policy:
- Total CL in a year: 10.
- Only 1 CL can be taken at a time.
- It cannot be carried forward, nor can it be encashed.
- It can be taken in case of an emergency, and there can be other reasons as well (casual reasons like weddings, parties, get-togethers, etc).

Please be clear. Leave in any organization is either governed by the provisions of the Factories Act and IESO Act or the Shop and Establishment Act, depending on the nature of the business.
If it is a manufacturing industry according to the Factories Act/IESO Act, the provisions for casual leave are not included in the Factories Act, but they are mentioned in the IESO model standing orders. In case certification or approval is not obtained from the appropriate authority under IESO, then the model standing order is deemed to be applicable.
Service Industry and IT/ITES Companies: Shop and Establishment Act
For those in the service industry or IT/ITES companies, the provisions of the Shop and Establishment Act shall apply for leave. Every State's Shop and Establishment Act prescribes separate "Casual Leave" under its purview. States like Haryana, Gujarat, Punjab, etc., provide 7 days.
In view of the above, you can create your leave policy for casual leave or the leave policy as a whole for the organization in sync with the Shop and Establishment Act of the respective states.
