Since you have to serve for a longer period in your career, I will advise you to always get your PF account transferred to a new establishment whenever there is a change in job. You simply need to inform the new employer by filling the required forms.
Contributions for 10 years will entitle you to pensionary benefits, which is a better option rather than making PF withdrawals each time.

In my opinion, a new employer has no power to reject Form-11 submitted by a new employee wherein details of their previous employment and PF account number are mentioned. The new employer has to accept Form 13 for transferring the PF amount from the account of the earlier employer.
Similarly, one can get their claim settled if applied within one year of leaving the job by getting their form attested by any gazetted officer or bank manager, along with a blank canceled cheque and stating reasons for not getting it attested by the old employer.

In this case, you can't withdraw your PF amount because you are working with another company. As per the act, a member of PF can only withdraw if, at the time of filling the form, he has not been in a job for 2 months. After leaving the job, transfer is the only option. Fill out Form 23 for this.

If they deny, you can send an application to the P.F. Regional Commissioner and Labor Commissioner, attaching a copy of the letter you sent for transferring P.F. along with the P.F. Transfer Form.
If you want to withdraw your P.F., you should write an application and send it by Registered Post with a filled-up Withdrawal Form No. 19. Ensure it is acknowledged by the recipient. If they deny, follow the same procedure as mentioned in the paragraph above.
