Critical Questions on HR Roles

I have two critical questions and I need to know from our experts what the perfect answers are:

1. What is the distinction in principle between the role of the ER specialist and the role of the line management team?

2. What is the distinction between the role of the ER specialist and the role of the line management team in dealing with: Disciplinary Action, Handling Absence and Timekeeping, and Handling Grievances, Equal Opportunities, Performance, and Performance Management?

It all, as per my observation, depends upon the company's policy regarding the roles entrusted to the ER specialist and line management in respect of disciplinary action and other industrial relations matters. However, the normal practice is that the line manager is primarily responsible for initiating disciplinary action, grievance handling, absence management, etc. They can seek the ER's help and guidance in handling these issues or escalate them to an ER specialist if things go beyond their jurisdiction and control. For example, if there is an apprehension of a strike at the office or in their zone of control, they can involve an ER specialist in dealing with the situation.
