HR Manager's Documentation Responsibilities in a New Organization

What type of documentation is entirely the HR Manager's responsibility for a newly launched Pvt Ltd or Ltd organization? Recently, I was asked this question in an interview. Please provide details of the documents that would be entirely the HR Manager's responsibility after joining a start-up organization. Seeking your kind guidance.

Documents Required for HR Management

All the documents required to be maintained for staff include recruitment, training, salary, incentives, bonus, promotion, transfer, retrenchment, termination, resignation, retirement, and death, as well as performance appraisal. Additionally, statutory compliance documents such as PF, ESI, WC, paysheet, attendance registers (either in register or electronic version), bonus, gratuity, and nomination details should be kept. Registration and licensing procedures must also be followed.

If female employees are engaged, registers pertaining to the Maternity Benefit Act and documents related to gender discrimination and sexual harassment must be maintained. In the case of engaging employees from other states, an Interstate Migrant Workers Act license must be obtained, and the necessary documents for compliance with this act should be maintained.

Thirty years ago, there was only one department, i.e., Administration. However, at present, we have an Administration department that takes care of General Administration, an HR Department that manages the Personnel (known as the Personnel Department), and an IR Department. The IR Department is further divided into the Facilities Cell and the Statutory Compliance Cell. In cases where there is no separate IR Department, statutory compliances such as Company Registration, PF, ESI, Licensing Procedures, Welfare, health, and sanitation facilities for all employees become the responsibility of the HR Department.
