I am having confusion about which contract labor rules are applicable in Haryana—Central Rules or State Rules. The confusion arises because on the Haryana Labour Law website (hrylabour.gov.in), there is a list of laws where it is stated, "The Labour Department Haryana under the charge of Labour Commissioner implements the following Central and State enactments." Central Contract Labour Rules are provided, but in addition to these, the Haryana Contract Labour Rules, 1975 also exist. Can you help me clarify this?

Of course, as stated by you, this website creates confusion by providing central rules instead of Haryana Rules. The Haryana Labour Department is to implement The Haryana Contract Labour (R&A) Rules, 1975, and not the Central Rules to the establishments for whom the appropriate government is the Haryana Government. They should have provided us the state Rules in place of central Rules.
