How to make a Effective Training calendar and what are the Constraints we will consider please let me know

While designing the training calendar, we need to take into account many factors. These are as follows:

a) How many staff need to be trained and for what type of training program?

b) Availability of the training rooms and other training accessories like LCD projectors, speakers, boards, etc.

c) Availability of the training department's staff to coordinate with the trainers.

d) Public holidays - will they clash with the training? Are there any local holidays?

e) Are there any inspections or audits for ISO, Six Sigma, etc.? Will there be a visit by any foreign dignitary or delegation?

f) Is the beginning or end of the month free for the participants?

g) Are elections pending for local bodies, assembly, or parliament? Will there be a holiday on account of voting?

h) Will the production or operations manager spare the staff for the training? When can they spare their staff? (most important)

i) Can I conduct two or more training programs concurrently? Do we have sufficient resources to do that?

j) What kind of learning culture does my company have? Do I need to pursue vigorously getting the nominations for the training program? Do I need to do a follow-up after the nominations?

k) Will the certificates be issued after the training? If yes, then how much time does it take to print the certificates? Who is the signatory? Will he/she be easily accessible? How much time will it require to post the certificates?
