I am preparing my thesis on the new performance appraisal system in the public service and whether it can be seen as a tool of development, but I am stuck. I have to prepare a questionnaire, and I am not sure what questions to ask. This research is being done in the Caribbean, and there is a gap of information relating to the Caribbean. My research is grounded in theory from Europe and the USA.

Any assistance in the way forward with this questionnaire will be greatly appreciated.

In order to determine if the new performance appraisal instrument is likely to be effective in the public service, wouldn't you have to first assess the type of culture that exists and whether this culture would support the new PA system?
