Hi! Can somebody share an effective format for identifying internal trainers in an organisation?? so that we can save on cost for external trainings!!

Sir, I am in a manufacturing unit, and the people here are not very receptive to training. They feel it's a waste of time. We did conduct a program on "Train the Trainer," but people were not interested in joining that program. So, I am looking for a format that we can distribute to potential individuals, and based on that, we can assess who could be a good internal trainer.
I have created this format, but I am not sure how effective it can be!
