Please make an understanding of the following terms: Act, Rules, and Regulations.

After an Act is made, rules are prepared. For example, the Factories Act will have associated Factories Rules.

Similarly, another example is the ESIC Act, which will have ESIC Rules and ESIC Regulations.

My question is, what is the relationship and difference among them? Why do some Acts have both Acts and Rules, while some others have Acts, Rules, and Regulations? Why is there such a difference? Why are rules and regulations not attached to every Act?

I have another query. The Indian Government publishes all announcements in the gazette. Could you please provide me with the actual website where every announcement will be available? I have searched on google.com, but I could not find the proper site.

Hi Gurupada Pramanik,

You are correct in saying so, but please take note of the following points:

1. First, a Bill is passed either by Parliament or by the State Legislative Assembly. After it is finally signed by the Honorable President/Governors, the Act is enacted.
2. After the enactment of an Act, Rules are framed to control and make it workable for that specific Act.
3. Furthermore, Regulations/Orders are prepared by the concerned Department for better understanding and control within the purview of the Act and Rules prepared under the Constitution of India.

There are many websites like "nic in" where you can find government notifications issued by various departments on their respective web pages, etc.

If you need a specific notification, you can log in to the specific Department's Web Page to get the same.
