Everything starts with the right kind of recruitment. Most problems can be obviated at this stage. HR plays a big role here. However, to conduct the right recruitment, you need to have well-developed and updated job descriptions.
Upgrading Employee Skills
The second thing HR can do is upgrade the skills of employees constantly. Maintaining the desired skill level is a perennial challenge, which HR can handle by imparting training.
Career Planning for Employees
The third thing HR can do is to plan the career of employees. If employees know their career path, they naturally get motivated. By laying out the career path, we can groom them for future positions.
Designing Performance Measures
The fourth thing HR can do is to design measures of performance for every department and every position. Recruitment can be based on these performance measures, and employees' performance appraisals can also be based on them.
Conducting Employee Surveys
The fifth thing HR can do is conduct surveys like the Employee Satisfaction Survey. These surveys bring out various issues related to morale, motivation, job satisfaction, welfare, etc. HR can then design their policies accordingly.
I hope this reply satisfies you; however, there is a hitch as well. How many companies in India give authority to HR to do all this? That is anyone's guesswork!
