Hello Seniors,

I am a freelance placement consultant providing manpower services. Presently, one of my clients - a small manufacturing firm with 30+ employees - has given me a job assignment to set up an HR department in their company. The company has not performed any HR-related activities to date.

I am really excited about moving forward with this opportunity, but I am not sure how to set up the HR department from scratch or what professional fees/consulting fees I should charge. I kindly request your guidance on these matters so that I can successfully take on this assignment.
