Hi Sharma,
In our organization, the policy for latecomers is as follows: for 3 late arrivals, half a day will be deducted, and for 5 late arrivals in a month, a full day will be deducted. I hope this resolves your query.

I like to add some additions to Mr. Chander's quote. For the employees who were on leave without information, do not deduct their days without verification. If they are habitual with this behavior, then deduct the same number of days for their absence without information.

You need to identify the employee(s) who are repeatedly late. Taking action against them will give learnings to them and lessons to others, as well as satisfaction to regular timekeepers. Imposing a fine is not an approach of HR. Other than that, floating a good attendance policy will also work out the situations pretty well.
I believe you also need to understand the reason for late arrivals. If it is a case of mismanaging Work-Life Balance, you can definitely help. If it is a case of attitude, you have the right to take action against them.
