The framework for this policy will be similar to an HR policy of the services industry/establishments covered under the Shops and Commercial Establishments Act, since this act is applicable to you. The office personnel (staff/engineers/managers) come under the purview of the act. The site focus being more towards contract labour/unskilled/skilled workmen, you have to cover the following areas: Applicability and monitoring implementation, Contract Labour Act, EPF Act, and Workmen's Compensation Act. Hence, the recruitment/leave policy/personnel records/job description, etc., location-wise has to be consistent. If you forward the contents of the policy, I could give my suggestions.

Irrespective of the industry you are in, HR policy contains a basic framework which is as follows:
- Date / Title / Start Date / End Date of the policy
- Objective / Purpose of having a particular policy
- Scope of the policy
- Coverage - Who all will be covered
- Process / Procedure - Policy procedure
- Policy Monitoring - When the policy will be modified if necessary
- Power to Amend - Authority to modify / withdraw the policy
- Formats, if any
Key points you have to consider for policy preparation are:
- Organization culture
- Existing and past policies and practices
- Type of workforce for whom you are preparing the policy. Is it workmen or executives or both?
- Financial sustainability and growth of the organization
