Please help me to create an announcement letter to all employees to use the Face/Finger Scanner. Face/Finger scanner was already installed at the Staff Entrance and I just need to send an email to all employees that they should use the scanner when they arrive at work and before leaving the office. And this should be mandatory. Because some of the employees are not registering their face/finger when arrive/depart from the workplace. Appreciate everyone to prepare me a polite letter.

Just write what you have written to us. You have already basically written the email, just tidy it up and send it.
Just make sure you tell them what the penalties will be if they don't comply. Don't tell people things are mandatory without telling them exactly what will happen if they choose to disobey the rules. Make sure you have a distinct and unambiguous policy in place to control this.
