Since you are into different dept, learn maximum. This is not the stage to see for salary, just learn learn maximum and get relevant exposure. If you perform well, then the management itself will place you where you want. Show your talent, prove then ask what is applicable to you. Dont try for jobchange.

Please get a legal opinion from a labour layer .. I belive changing your department to any other might make contract void. So leave the company. Don’t pay.. give a notice..

If layers terms your bond is fully closed then pay and leave........

I don't understand why people give original certificates to the employer, you will get one or the other job just if you keep some patience i guarantee it.
Just approach to your boss & sort out the things, if not then find some good job which is worth to work in core hr. you are having no option left to get the certificates by paying them or there is any other option.
Henceforth don't submit your original certificates to anybody.

I think there are multiple issues involved in this matter.
1. Are you financially capable to pay 40K ?
2. How much time passed on after entering into bond ?
3. As you are fresher have you got insight of all processes of HR Dept ?
4. How much time tentatively required to get the new job suitable to your expectation as well as your capability to deliver result ?
5. Do you have to discharge any other responsibility of your family ?
In case you are unable to pay..then negotiate with boss of purposeful cheating with you by not giving core hr activity. If the time proposed time + time consumed in the present crosses near an year then better to wait for another year.
Find out the above answer and get suitable way..

get a lawyer to read the bond.
2ndly, 7k is low pay for a recruiter.
and for being a recruiter, one need not be an MBA
upgrade your skillsets eg Psychometric testing/ behavioural interviewing/ ability tests + sector specific knowledge to get a better job.
next build a strong network- offline & online and team handling skills..
alternatively polish skills of payroll or labour laws and move into IR.
