We are all Indians and in India, it is not very uncommon to see post graduates struggling hard to draft letters. There are many backward states in India where it is easier to get a genuine degree from an university. The point is not weather the guy has a genuine degree or not, but the point is how to improve the performance of the available resource or replacement of the resource.
If you help him in improving his performance, he shall be ever grateful and obedient to you. However, if you are seeing zero improvement after providing your inputs, you can give him some time to look out for a change.

It would be really bad if you personally go for verification of the certificates of your colleagues rather you can educate or convince your management to implement background verification of all employees both educational & professional but make sure not to take your colleague name as a benefit of doubt for starting this process.

Doing verification for one particular candidate is not correct until unless the management decides to do so.

If you still feel to go ahead with verification process for your colleague and what if your doubt proved to be wrong ? Then,it would be evident to the management that you are trying to corner certain candidate and you will be under radar which may leads to dismissal of your employment.

As said by other citehr friends, these days drafting skills are really bad with most of the working professionals.

I would suggest you to take initiative for conducting soft-skill training sessions / email etiquette sessions at your Organization as you are heading the HR Team which also add feathers to your cap and you will be recognized.
