Dear Abhishek,
"Knock the door till it opens" goes the famous English proverb. I recommend you trying hard without losing your heart. When some opportunity will favour you that you cannot say.
If you remain unemployed for long time then you may try job in Admin or Marketing. The latter will improve your verbal communications skills and it will bring sort of boldness in you.
Getting job in HR is quite difficult. For every 100 persons on the shop floor, the company employees 1-2 HR. The ratio speaks in itself.
Ok...

Hi Abhishek,
I have now almost 1.4 yrs of exp in HR and Admin field in an IT company. I got this job after a search of 6 months. I got various job offers in BPOs, in consultancies, in event management companies as event coordinator or back end profiles. I gave up all of them, because I wanted to get into HR and in a Company. After 6 months, I got a comparatively low paying job but the experience I have is extremely good and worth the wait.
So you have got to be patient and try hard. You will find the right job for you when you are ready to take it up. It is difficult for sure. Plus normally what I see Companies want experience candidates.
If you want to work then get into a consultancy. Stay there for sometimes and then apply in Companies. But I have always suggested my friends and will suggest you too, it you do take up a job anywhere, try to stay there for minimum a year or 18 months.
I hope you get a nice job.
All the best.
