HR policies and procedures are specific to each organisation. There is no standard book available. The policies for a manufacturing organisation will be different, an IT company it will be different. Am an HR Consultant and have provided Employee or HR handbook for several organisations. I need to talk to the HR team and also management and then create such a book. If interested, please revert.
