I think some Portals do have such a facility--for eg., Shine.com.
However, that's a good one for all the Portals to implement--hope there are some CiteHR members working in Job Portals.

Info tech industry and NASSCOM have a common blacklist

No other industry has one.
About the rest of the things, I think you need to file an FIR with the police so that its on police records. Take the help of your management to do that.
