IT is really depend on the nature & professional behavior of the CEO or owner of the company who is paying money. HR is not authorized to make any financial decision, he is known to co-ordinate activities which happened due to planed or unplanned decision taken by management.
If you suggest management that hike should be based on last year performance then they stop you and ask what about retention? And after putting resignation if you suggest for salary hike then they will ask it will only happen during regular performance review.
Management hardly cares for HR, those who care for HR and allow them to work as per their capabilities are really the fast growing companies.
