There are a number of ways a circular can be circulated.
1. Through emails (a notice/communication can be circulated to all employees via mail to their respective email IDs).
2. Through notice boards.
Usually, in big companies where employees are based at multiple locations, it is very difficult to communicate and post any messages or notices on notice boards. In order to avoid missing out on any employees, HR sends an email to all the employees.
