I appreciate Mr. Khadir's advice; that is the way to learn. I want to know if you have previously cautioned him about his poor performance, or if you plan to terminate him at the first instance. I suggest that instead of termination, it would be better to inform him about his poor performance and the management's decision to terminate, and ask him to submit his resignation so that he can obtain a clear service certificate.

In the future, make sure to build up the file as you may encounter some critical individuals who might challenge the management's decision, ultimately leading to facing the consequences. The process that needs to be followed involves evaluating performance on a quarterly basis, communicating, obtaining signatures on the appraisal sheet, preparing a performance improvement plan for low performers, evaluating on a monthly basis, and if the employee still does not meet the required levels, then asking the employee to submit their resignation. If the employee fails to do so, then termination is necessary.
