You will have to fire from all angles. Take the services of a staffing company because they have ready databases. Post the job on job sites because it will bring you a quick response. Network within your existing contacts. Increase the employee referral bonus, so they feel encouraged to bring in more profiles. Newspapers can be avoided because it will take some time before you start getting responses.

Only one way or method to achieve the task won't be sufficient. I would suggest that it should be a drive...
Firstly, there should be a Recruitment Strategy in place. As a team, we should foresee the usual requirements we get. Then develop a database for the same, to use it for these mentioned situations.
1. If we don't have such a database, what one should do is to place an advertisement in major newspapers calling for walk-ins if required, and have scrolling ads in major business TV channels. (Assign this work to one team member)
2. Update the requirements on Job Boards, and if necessary, have a banner on the front page of major Job Boards.
3. Conduct a database search and mass mailing on major Job Boards.
Assign the above tasks to different team members, call for interviews, seek help from the Interview panel, and inform them about the complete plan you have to achieve.
4. Alternatively, you can send an email to major Recruitment Agencies to forward a few validated resumes.
However, all of this involves a whole lot of money and manpower along with resources.
On the contrary, it is HR's or the Recruitment Team's responsibility to understand the requirements we usually get in the organization, keep the database or backups ready, and build rapport with them to use their network. It works...

2. Referrals - Limited, can give you a maximum of 4-5.
3. CA institutes - too raw to be put on the job right away, give them 6 months of training & wait.
4. Recruitment Agencies - can provide you with 80% of people at best. However, it will require a person to coordinate 24x7.
5. Networking sites - Time-consuming and may be useful for middle/senior levels.
What's the Practeam Solution? Use a mix of sources and available agencies. It's important that you provide complete details of the job description to recruitment agencies.
