I am working in a software company that has approximately 200+ employees. We need a resource management process/policy to maximize our resource utilization and minimize our employees on the bench. Any help, documentation, forms, or process flow will help to get started.

First of all, you have to find out in which department employees are on the bench for the maximum period. You have to call a meeting between management and sales. In this meeting, you can question the sales team if they foresee any future requirements for the skill sets of employees who are on the bench. If they do not foresee any need, then you have to determine if these employees fit elsewhere in the organization. If they do not fit anywhere, then you can ask them to resign.
Identify from which department you are receiving less business. Check with your management to see if you can outsource the particular skill sets from that department.
Consider hiring candidates with multiple skill sets. For example, if you are hiring Joomla skill sets, they will likely have complete knowledge of HTML and CSS as well. Therefore, you can hire only one candidate with those combined skills. Please note, this is just an example, and I am not aware of the specific skill sets your organization is working on.

Thank you for the quick response. I understand the resource management concept, and it is somewhat in line with what you have written. We are already following almost the same process. What I am looking for is a written policy, process, or forms used so that I can create one for my organization specifically, as there are some changes due to the way we conduct our business.
