You can go for a Ph.D. in HR from AIMa, IMSR, XLRI, IIM, ISB, Annamalai, and other state universities. It's a good option, but it is a 4-5 year course. You have to prepare a thesis, but before applying, you have to provide a research synopsis of 5 pages. You can also apply abroad for a Ph.D. as it is beneficial.

For this, one has to be selected in the entrance test conducted by ICFAI - IBSAT, held every December.
Now, people who opt to pursue their PhD under a guide while working full-time need to work with a distinguished guide. The role of a guide (who can be a professor/lecturer) is to provide an overview of the topic and help with all matters related to your PhD.
As one of my Cite HR friends mentioned, there are many topics to choose from, but it's advisable to select a topic relevant in the present scenario. Sometimes, the distinguished guide will assist in this matter, while most of the time, he/she will suggest options, as a PhD candidate should be comfortable with the chosen topic.
Conducting a good amount of research is necessary to select a topic. My suggestion would be to choose at least 3 topics, present them to your guide, and then he will be in a better position to advise on which one is more useful in the current scenario.
