Hi Nakamsj, usually, to jump-start the above process, one uses SWOT analysis. You can read more about this on the Internet; there is a huge article for your appetite. One tip: do your SWOT analysis based on your requirements. For example, in your case, "Training for Leadership Courses."
You will also need to do a GAP analysis for your existing staff and analyze the need for training and areas for training.

As suggested by others, the use of SWOT analysis and Simonton's Leadership Assessment may be beneficial. Another feedback assessment that I recommend is the 360-degree Leadership Feedback Survey. The advantage of this survey is that it can be tailor-made. Depending on what you want to assess or measure, you can design it to suit your objectives. I recommend checking it out on the internet.
The survey feedback can come from various angles, such as subordinates, peers, immediate supervisors, and other parties with whom the respondent interacts. This provides a more comprehensive assessment of the respondent's leadership capabilities.
