Hi, Yes, it is a mandatory holiday in Tamil Nadu. But there is an option to engage an employee, by paying double the wages or giving compensatory holiday for this.

On the 1st of May, all these states have a holiday as it is observed as Labour Day in Assam, Bihar, Goa, Karnataka, Kerala, Manipur, Pondicherry, Tamil Nadu, Tripura, West Bengal, and Orissa. Maharashtra and Gujarat also observe a holiday as they celebrate Maharashtra Day and Gujarat Day.
