Guidelines for Circulating Office Circulars

It is mandatory that if you circulate an office circular for improving office timings, you must first consult your boss. After that, the boss decides whether it will be circulated or not. As an HR person, what should I do?

I hope that your company policy mentions the office timings. Yes, you need to obtain approval from the MD/CEO or your Head of HR before sending out a circular. First, you must explain the situation and the potential consequences (such as disciplinary actions) to them, as no one would accept such behavior. By doing so, you are likely to receive the approval to send out the circular.

pulkit, best practise is Late arrival/ leaving early are not a bane, only unscheduled leaves affect the bottomline. The same is a part of COPC (MBNQA).
