Hello, I have done my Bachelors in Business Administration and worked for 7 years as an HR Generalist in Dubai. I came to Mumbai to pursue my own business. After 7+ years, I am now looking to get back to an HR profile. What courses/certifications I should do?

Just because you have an HR background in Dubai does not mean necessarily you should pursue a career in HR.
When you enter in the job market, you will have competition from (a) those who have full-fledged MBA in HR and (b) whether an MBA or not, those who have worked in HR department in India for the last 7-8 years. How to compete with them will be a challenge to you.
Nevertheless, if your communication skills are good then you may enter into Customer Service also. Lately, data science has been gaining prominence. Therefore, if you wish then you may enter into Business Analytics and Data Science as well.
Being in HR you must have learnt office management, record management etc. Therefore, you can enter into Administrative jobs as well.
Lastly, because of your HR background, please do not enter into recruitment. That would be belittlement of yourself.

I wanted to go back to HR as it is familiar to me and I do understand the level of competition I may face hence I wanted to do come courses and get some certifications.
I would have to start from scratch for any other profile as well. And no, I am not looking at getting into recruitment. Would you be able to guide me on what certifications I would need, if am making the career change?

There are many courses and certifications but before that I would suggest to brush up your existing HR skills through various material available on CiteHr itself an apply for few jobs. More than a degree it is your experience which counts. For degree/certificates you can check govt website swayam for various courses and certificates as it is free mostly.
Also you can do some certificate course from IIM/XLRI etc.
