Hi Vidhi,
ISO 9000:2005 defines procedure as Quote A specified way of carrying out an activity or a process Unquote.
any SOP, according to me should follow a following structure
1) Purpose of the SOP :
2) Scope of the SOP:
3) Responsibilities and authorities associated with the implementation of the SOP
4) The content of SOP
The content should list the activities to be carried out in sequential manner. while writing SOP one should be concise and to the point.
I am attaching herewith ISO 10013 a guideline for preparing system documentation. Hope this information would be helpful to you to some extent.

Dear Vidhi,
Human Resources as a Department is a Department for the people........! You can go through the "Standing Orders Act"and also the Companies Act if you really wanna know about the standard operating procedures of the department..........! also please make it a point to guide yourself through your companies handout/employee handbook/rules and regulations booklet which are decided and amended from time to time by the top management..........! Also go through the Job Description manual of your company...........! referring all this will defiitely give you an inside glimse of the SOP's of the HRD
