Please see the reply I gave to Shini. Recently, UGC revised the guidelines for M.Phil./Ph.D. through correspondence. In Tamil Nadu, it was restricted in 2005. Now, you can try with IGNOU once you have developed a synopsis. You can also contact universities in Bengaluru for part-time Ph.D. (Self-Financed Candidate) with short residential requirements, sometimes waived for local residents residing within a reasonable distance from the university to attend evening/day courses of the coursework part of Ph.D.
In cases where the waiver is given, join immediately and try to finish that part as early as possible. Thereafter, you can continue even after being transferred, as in that case, you need to attend the department only twice a semester. The minimum time for submission is 3 years, generally.

Ph.D. program requires full-time attendance at an institution. However, for those who are working, this is rather difficult. In India, only three universities offer a Ph.D. program through distance mode. Other universities require compulsory attendance. Many do not admit applicants who are not teaching staff. For those who are working and aspire to pursue a doctoral program, please apply to IGNOU, Netaji Subash Chandra Bose University in Kolkata, or Dravidian University in Kuppam, Andhra Pradesh. These three universities are recognized by the Distance Education Council and have affiliations with the UGC. Among the three, IGNOU has limited intakes and entry is challenging. NSCU's admission process is erratic, requiring close follow-up for the opening of admissions. Dravidian University is relatively easy and user-friendly. It is jointly formed by three states - Andhra Pradesh, Tamil Nadu, and Karnataka. DU has study centers across India. Visit www.dravidianuniversity.ac.in to learn more. The entry requirement for DU is a minimum of 50% in post-graduation.
