It depends upon your confidentiality levels. Based on today's market conditions, it's tough to find out core HR discipline. It's better to start your career in consultancy as a recruiter. Later on, you can shift industries. If not, you can join any training consultancy as a trainee. It's the best advice for you; you can find good growth yourself. Statutory compliance everyone can do, but becoming a trainer is not that easy.
Another piece of advice: you can work under any legal consultant on labor laws; it's very awesome.

Three things are important since the appraisal will vary for all categories:
1. Level of the employee
2. Unit in which the employee is working (e.g., assembly line, etc.)
3. External factors
For these aspects, you will need to assess the employees and map them according to the expected output.
