Manpower planning is directly proportional to the corporate objectives. In every organization, there are organizational objectives as well as departmental objectives. To meet these objectives, managers need effective planning. Managers must anticipate future business needs and make timely and informed decisions aligned with company objectives, policies, and cost performance. Manpower planning encompasses various aspects such as staffing functions, recruitment, selection, training, demotion, and promotion.

Manpower planning includes the creation of a Manpower Plan, job descriptions of employees, and sources of manpower. These sources can be internal, such as promotions, or external, involving recruitment through various channels.

Hi Sandy,

Manpower planning is basically derived from the budget, and if it is a manufacturing unit, then the equipment. It is related to the business planning. Based on the budgeted business, the HODs need to work out the manpower requirements and propose the manpower budget.

To reduce manpower costs, activities will be planned as continuous and short-term. For continuous activities, regular manpower is needed, while activities of a short-term nature have to be planned with either outsourcing or contract/casual manpower. For example, if the organization needs to supply a quantity that is not regular in nature and time-bound, then temporary manpower must be planned.

Even though the HODs plan the manpower as an HR function, we need to discuss, debate, and deploy.

If it is an extension or a new facility, similar activities need to be worked out. If a senior position is required, one should look into the competencies of in-house employees and consider deploying new candidates from outside so that manpower costs can be controlled. This approach also helps retain existing employees and addresses career progression.

The activity of planning human resources is usually in connection with the overall strategic planning of the organization. It provides a linkage between different HR functions such as compensation, benefits, staffing, etc., and the overall strategic goals of the organization.

Manpower Planning involves forecasting future needs for employees in different roles, predicting the availability of such employees, and developing strategies to match supply with demand. Budgeting is a crucial aspect of this process:

- Vacancy is identified.
- Approval to recruit is sought.
- Duties, tasks, and responsibilities are defined.
- Position description is written.
- Position is evaluated.

In essence, Manpower Planning is a structured approach to ensure that an organization has the right people with the right skills at the right time.

Human resource planning is the process of anticipating and carrying out the movement of people into, within, and out of the organization. Human resources planning is done to achieve the optimum use of human resources and to have the correct number and types of employees needed to meet organizational goals. -----We also can say that, Human resource planning is the process of systematically reviewing human resource requirements to ensure that the required numbers of employees with the required skills are available when and where they are needed.-------Human resource planning includes four factors :- Quantity : How many employees do we need? Quality : Which skills, knowledge and abilities do we need? Space : Where do we need the employees? Time : When do we need the employees? How long do we need them?-----

Definition of manpower Planning : “ it is the process by which management determines how the organization should move from its current manpower position to its desired manpower position to carry out integrated plan of the organization.”

Manpower planning is done by the Head of Department (HOD) where he identifies the needs of his department, what skills and knowledge are required for a particular post, and forecasts the need for that post. It depends upon the budget.
