There is no international HR as such, although labor legislation and business practices in different countries establish various benchmark HR practices that may have both local and global applications.
For example, the benchmark levels in the USA, Canada, Australia, and Gulf countries are similar. African benchmarks vary slightly from company to company within the African continent.
In Europe, businesses are governed by European Union employment laws, and their implications determine the HR practices in Europe, which is further divided into East and West Europe due to the transition to the European Union.

You have to then complete Advanced Studies in the migrating country, or you have to get your certification approved by the association of professionals in the migrating country as an equivalent qualification. Especially when I applied for Australia and Canada immigration, there is a provision where we have to pay fees around 1500 USD to 2500 USD, depending on the association that validates it. Then, this qualification shall be listed in the "Skills Shortages" to become employable in that country; otherwise, you cannot get a "work Permit" to work.
