Gallup Consultants would be the best and most qualified agency to conduct an ESS. They have an office in Mumbai. We had utilized their services in one of my previous organizations. As a pointer for your information, do read up on the Q12, which has been designed by Gallup and is considered by many professionals to be applicable in any industry and organization, irrespective of size.
Mercer Consulting also offers this service. I understand that they are both quite well-known in this field. Others may kindly add more organizations that provide this service.

Instead of having questions that capture only qualitative data (verbatim or open-ended questions), I believe we should also include questions that use rating scales. This approach will help us analyze the data and consequently identify key influential variables on which employee satisfaction depends.

Coming to the ESS questionnaire, I would suggest consulting with Mr. Ryan to engage Gallup Organization in designing a questionnaire.
As I am working in one of the reputed manufacturing units and collaborating with Gallup, we are now in the final stage of the process. We have crafted action plans and are yet to conduct review meetings.
Regarding the Gallup survey, it is a valuable tool not only for identifying satisfaction levels by answering Q12 but also for providing an analysis of your organization's ranking in the Indian sector. This helps in understanding areas where employees are dissatisfied, their respective departments, and areas for improvement.
Based on my experience, I recommend opting for a qualitative and effective method to gauge employee satisfaction, even if it involves higher costs. The survey conducted by Gallup Organization is highly effective.
