Hi, for open university its not required.it depends upon the course what you are planning to do.However it should be approved by Distance education Council

The institutions which are UGC approved namely any University either by state act or by Central act, they need not require UGC approval as mandatory but if it seeks so then nothing like it. In several judgements of supreme court, it has been made clear that AICTE is no authority towards the functioning of UGC run courses.
Mishra has rightly said it. AICTE has nothing to do with the curriculam of the college/ University. AICTE has to see to the institution's infrastructure to conduct a course of study. It is the curriculam that decides the career of students and not the quality of buildings and other material objects.

Friend,
For recognition of University, UGC is the main body. Recognition of professional courses like B.Tech, M.Tech., MBA etc., AICTE approval is must till 2007-2008 financial year. After that permission was accorded for respective statutory bodies i..e, Board of Management Academic Council Planning Board etc., of the University to decide the programmes to be offered through distance mode and also seek necessary approval from the respective regulatory bodies.

Dear Friends,
AICTE is responsible for technical educational institutions other than universities. Supreme court fired AICTE in Bharathidasan University case.
That means AICTE cannot control Indian Universities including Deemed Universities.
UGC said AICTE....you inspect deemed university, but dont tell anything to them, please tell us, we will take action , if we feel.
Now, AICTE's new regulation to control foreign university, hahahaaa...in India it doesnot have any controll over even Indian University under Indian Law!
Foreign university under foreign law, under WTO & GATT, doing business in India, India does not have a Law to prevent, true...AICTE notified new regulations...who entrusted them to notify regulation?
AICTE is going beyond their incorporated powers...against the Indian Government...Indian government say...their is no restrictions for foreign university to open shops here... that means...silence is permission. Why Indian Government not making new Law...It does not mean AICTE can act like Indian Government.
UGC got fired by Delhi High Court in the case against Amity University. Court asked ' who had given you permission to approve State and Central Universities?
Ooohhh...Once upon a time, genuine state universities wait for UGC approval for years!!! Who asked UGC to approve State Universities...?
Hahahaaa... ALL THIS WILL HAPPEN ONLY IN INDIA!!!
Under these circumstance....Professors talk rubish..they are outdated..
The Government have powers to stop any fake institution. Why they dont do?
So several institutions will come up in India...But you understand..Can u assure job to the students from State University MBA holders....NO...
But unaccredited B-Schools will give placements...we poor Indians need jobs to live....
You Professors...will sit and talk rubish...because u are not hungry...u are eating government money...
You understand more intellectuals are from private sector or autonomous sector...
In government sector u can see only useless bastards...If they were capable..they can even start their own business school...They are actually jealous...It is the fact.
Most of all the professors from govt sector actually doesnot know what is the law in the Country.
Finally I will say that
"Any student want Rs.6000/MONTH Government job please go to AICTE approved business school. If you want more salary... you can go to any school which can really provide you with good jobs...just analyse the history of the institution and placement records...'
Professors from State Universities will mislead u....Be aware

Any person pursuing technical education in India is supposed to be doing from an institute approved by AICTE except from recognized Central / State Universities, Deemed Universities, Universities formed under Section - 3(f) i.e. Private University, Institutes of national importance e.g. IITs, IIMs, IIS, NID, NIFT etc created by an enactment of law in parliament. Kindly see the AICTE site where the list of unapproved colleges are there. Some degrees are equivalent to Indian degrees, for which one need to submit their foreign earned certificate to Association of Indian Universities, Kotla Marg, New Delhi where they will ascertain its equivalence in India. Regarding Open universities, there are few cases pending in the different court of law. Few High court judgments have expressed that they are not supposed to give regular technical education, M.Phil, PhD, etc. but it is now in the supreme court and once the verdict is out, the air of confusion will settle down.
Avoid Singhania University. Be careful on your enrollment with the university. They have been a regular degree college that has been upgraded into an university subsequently. You can also make out that the university is sub standard to a large extent and they have inadequate facilities. Their teaching faculty, admin staff are ill- trained and most of them fail to pass even basic english skills. They also mislead students on their admission process. They first direct to you remit money into their account and then make you run from pillar to post. Save yourself time and effort and enrol into other well know and established universities.
You will find few paid agents of the university in praise.
