The minimum number of leaves to be granted is to be decided according to the applicable laws.
Since you have decided to remain anonymous, we don't know even which state you are in. I would suggest you read the Shop & Establishment Act of your state and grant leaves based on that. If your state has a National & Festival Holidays Act, then refer to that as well.
You can still call the person to work on holidays, but you need to pay overtime. If that day is a weekly off, they need to be given compensatory off in addition to overtime.
