What type of harassment are you referring to? If it is "sexual harassment of women," then the law is well laid out, which is PoSH.
However, every harassment may not be sexual harassment. It can be non-sexual harassment as well, and a victim can be of either gender. Nevertheless, defining what harassment entails is difficult. To overcome this challenge, you may define "misconduct" based on:
a) Unfair treatment
b) Discrimination
c) Conscious bias
To prevent harassment, you could create a "Policy on Equal Employment Opportunities." Within this policy, you may define what constitutes unfair treatment, discrimination, the various types of biases a workplace may exhibit, and ways to address them.
