I am working in a PSU bank and was suspended on 11/04/2018 with an order enquiry pending. Thereafter, I just received a letter for explanation in January 2019, and since then, there has been no response or movement regarding my case.
Meanwhile, I was receiving a subsistence allowance of 1/3 for the first three months, which was later increased to 1/2. Now, more than a year has passed, and I still have not been served the charge sheet. Please provide me with legal guidance because sitting idle at home is not feasible now.

Explanation of Transactions
I have been suspended because there were some credit and debit transactions from my account to the customer's account and vice versa. I was asked for an explanation regarding these transactions. On several occasions, some customers needed the amount, so I provided it to them through my account, and they credited it back to my account. Similarly, 2-3 times, I have taken some money, and I returned it to them through my account. One of my staff members complained about this to higher authority, which brought these transactions to light.
Inspection and Findings
Apart from this, the vigilance conducted inspections twice at the branch and randomly asked customers about this. However, nothing negative was found in the branch. All the loans sanctioned were regular, but they found some minor operational lapses in the inspection report and end utilization of the loan. In a few cases, these were not there. I provided explanations for these issues.

Kindly guide me on how to protect myself further.

Participate in the Enquiry and put up your Defence supported by Oral and Documentary evidence. The charges levelled against you warrant appropriate Disciplinary action. In the Enquiry, explore the possibility of engaging your Co-employee or Advocate to assist in the Enquiry. Regarding Subsistence Allowance, refer to Service Rules and Eligibility, etc.

That I understand, but my question is that even after one year, I am not being served a charge sheet. So what to do for this in lieu of the legal angle...
As per the inquiry made by the Inspection and Vigilance Department, they didn't find any fraud, financial loss, or reputational loss to the institute.
So I want to know from a legal perspective why the bank has not served me the charge sheet and has kept me under suspension.
