However, due to a problem with my feet and on doctor's advice, I should not wear shoes for long periods as my shifts will be 12 to 16 hours a day. I have taken leave, and due to my problem, I want to resign. My company also withheld my last month's salary.

Initially, what is your present position in the organization? Which company is asking you to continue duty for 16 hours a day? It is exploiting you, and in the future, the management would be in trouble if they continue like this. You need to speak to the HR team about your concerns, get their approval in writing, and explain your inability to continue the job. I do not think there would be an objection to relieving you on medical grounds.
