I have a private security agency, and I often participate in government tenders. The problem is that there are two wage rates provided, one by the Central Government and the other by the State Government. In many of the tenders, it's written to follow minimum wages, but they don't specifically state which one - Central or State Government - because they themselves are confused. Now, what should I quote - Central, which is higher, or State, which is lower? Please attach some government resolutions or notifications regarding this with your answer.

Applicability of Minimum Wages for Private Security Agencies
Dear Mr. Vivek7041, the applicability of Minimum Wages depends upon the status of the establishment/principal employer's area of jurisdiction. If the establishment is registered under State Government Legislation (like under the Delhi Shops and Establishment Act or any Municipal Body of the Delhi Government), then the Minimum Wages of Delhi state will be applicable. On the other hand, if the establishment comes under Central Government purview (like an airport, any government office related to the Central Government, any mines, etc.), then the wages of the Central Government will be applicable.

This refers to your post bearing #21 above. The ESI notification attached by you pertains only to areas in the National Capital Territory of Delhi. The employee threshold limit for the applicability of ESI all over India has been well discussed on this forum many times. Please search using appropriate words, and you will find the correct information on it. Dear Gangadhar,
PF is deducted from your basic salary (12% of basic). HRA and CONVEYANCE are not counted in the Basic salary. ESI is deducted from the gross salary, and the mobile allowance is also a part of the gross.

This is Rommel. I run a security company and I am looking for clarification on the new Central Govt revised labor rates.
Category: Watch and Ward (Without Arms)
1. As per the new rate (VDA + Basic wage):
- Area A is 653
- Area B is 593
- Area C is 506

Are these rates correct? The reason I am having doubts is that they are on the very high side compared to the previous rates from the Central Govt.
