Greetings from GroupHR!!!

Staffing is a subset of recruitment. Staffing means that the employee is off the company's rolls, probably on consultant rolls. Recruitment normally refers to the selection of employees on the company's rolls.

In my opinion, staffing is a significant activity. It involves overall planning based on an organization's objectives and budget (roles, positions, departments, reporting structure, etc.) related to any individual in the organization. Recruitment is limited to hiring, whereas staffing encompasses overall manpower planning and placement.
