Dear sage59, If you handle Performance Management, why are you facing a problem in manpower planning? To deliver "X" quantum of performance, "Y" quantum of manpower is required. This is the simple rule of assessing the manpower requirement.

Questions to Consider

What is your product or service? How many departments do you have? Have you mapped the processes of each department? Have you identified each department's KPI? Have you identified the direct and indirect costs associated with each department? To keep the cost at a certain level, what is the optimum manpower? Have you done this exercise?

You need to provide sufficient information. Without this information, it will not be feasible to give any suggestions.
