Last year, we inducted a new employee into our factory. Since in the application for registration under ESIC, he left the column for Previous Insurance No. blank, a new IP No. was allotted to him. The monthly ESIC contributions for the past year for this employee have also been made under the new IP No. However, the employee has now reported that he has not yet received his Pechan card. Upon contacting the ESIC local office, he was informed that he had already been registered by his previous employer and has an existing IP No. Therefore, to issue a duplicate Pechan Card, all the monthly contributions should be transferred to the old IP No.
Could anyone please advise on how to proceed with this? All the processes involving the registration of the IP, details of monthly contributions, and payment of monthly contributions have been completed online.

You can ask your insured person to produce their old identity card, and after they produce it, you may refer their case to the appropriate branch office of ESIC to correct their present insurance number and retain the earlier one. Upon such corrections, the employee will benefit from the contributions they made while in earlier employment. Such corrections/changes can be made at the level of the appropriate Branch Office of ESIC.

Thank you very much for your reply. The problem is that the employee neither has the old ID card nor his IP number. His efforts to obtain these details from the ESIC Local office have reportedly been unsuccessful. Under the circumstances, we are unable to find a solution to this issue.

In my opinion, only the ex-employer can help the insured person in this case. The staff or concerned HR of the ex-employer can intimate the old insurance number of your employee (from their records viz. Employees' Register, Returns of Contributions, and if maintained online from the online records of monthly payment of contributions, etc.) and can also intimate the details of the contributions paid while the said insured person was in their employment.
Otherwise, you may inform the present Branch Office Manager of ESIC that the insured person is unable to locate his old insurance number and if possible an Identity Card may be issued on a new insurance number. I think there may be some departmental instructions of ESIC in such situations.

The reference to the previous ESI number is compulsory to locate it easily and reinstate it by canceling the new insurance number. If the concerned employee has already been issued a smart photo identity card, they cannot obtain a new one with a new number as their details would be rejected by the computer software if any attempt is made to do so.
Furthermore, it appears that there is no mechanism currently available within ESIC to retrieve the details of an insured person without referencing their insurance number. However, these details can be obtained from their former employer. Nevertheless, it is possible to link the contributions from one insurance number to another by submitting a request to the relevant local office.
