In factories where the Factory Act applies, a license is not required for forklift or tractor driving. However, periodic training is essential for drivers. It is even better if drivers possess a license issued by the Road & Traffic Officer. Traffic rules do not apply within the confines of the factory.

Dear Ravi, you can refer to the Motor Vehicle Act, 1988.
Section 2 - Subsection (21)
“Light motor vehicle” means a transport vehicle or omnibus, the gross vehicle weight of either of which, or a motor car or tractor or road-roller, the unladen weight of any of which does not exceed [7500] kilograms.
