Agree with TS; the information required to give a useful suggestion is lacking. When you have already terminated an employee, his No Dues clearance will be signed by his superior and sent to HR for onward transmission to Finance/accounts for his Full & Final settlement. This is the normal and accepted procedure. Do you mean to say that the signatures of his superiors are forged?
