You have not mentioned the reason for such a transfer. If the reason is mentioned, a proper reply could be given. As far as the rule position is concerned, Para 57 of the EPF Scheme deals with the transfer of EPF amounts. It does not provide for the transfer of EPF amounts to a PPF account.

From your mail, it appears that you are working in the same establishment now from where you want to 'transfer' your EPF assets to PPF. If that is the case, it is not possible under the rules. Transfer is possible only when you leave one establishment and join another.
Secondly, withdrawal from EPF is allowed under certain specific circumstances only. As the name itself indicates, the fund is meant to stand you in good stead in times of providence. It cannot be allowed for making investments. You can withdraw for meeting expenses connected with medical treatment, building a house, etc., not for investing. That is not catered for in the rules.
