This is to inform all employees of XYZ concern that no one will be permitted to take a day off on Mondays, except in extremely rare situations. Maybe this will help.

Dear Deep, please clarify what your intent is exactly:
a. Is it that you do not want the staff to take leave on a specific Monday? OR
b. Is it that they should not avail leave on any Monday?

Once I understand your intent, perhaps I will be able to provide a valid suggestion.

Dear DsDeep, whatever might be your compulsions, it's not legally valid to restrict anybody from availing or not availing leave. Instead, you can issue a general circular/mail advising "everybody to avail leave only after obtaining prior approval of the competent authority except in extreme unavoidable circumstances like an accident, ill health, etc., the regularization of which is within the discretion of management. Non-adherence to this stipulation will attract action as indiscipline."

I am also confused about your exact requirement. But if you have to inform everyone, then write it in the 'Circular' form. It can be structured like this:

Circular

To All Employees,

This is to inform you all that Management has decided that from now on, no employee will be allowed to take any type of leave on Monday. In extreme urgent cases, approval from the concerned HOD is required for leave on Monday. Prior intimation to the HR Department is necessary.

If you have any queries, please contact the undersigned.

As a matter of principle, you just cannot impose a restriction that no one can take leave on Mondays. It is unethical. Such restrictions cannot and should not be incorporated as part of the Company's Leave Policy.

All the concerned are hereby informed that it is necessary to provide a valid reason for any absence or leave. Please do not remain absent or take leave without specifying the reason.

For instance, all employees are advised not to be absent on the 7th of January 2013 due to the celebration of the annual function. As all the company's governing bodies will be present on this occasion, it is essential for all employees to be present as well. Therefore, all Heads of Departments (HODs) are requested to circulate this information to their teams so that everyone is aware and can ensure their attendance unless facing an extreme situation. We hope that everyone will cooperate in this matter.

Thanks and regards,

Leave Policy Circular for Staff

Regarding leave, you can issue a circular as follows:

If it is a small concern, you can create a circular as follows and obtain the employees' signatures:

"IT IS BROUGHT TO THE NOTICE OF ALL THE STAFF MEMBERS THAT PRIOR PERMISSION SHOULD BE OBTAINED ON THE PRESCRIBED LEAVE FORM. FAILING TO DO SO SHALL BE TREATED AS ABSENCE FROM DUTY. FOR GRANTING LEAVE DURING EMERGENCY/EXIGENCY CONDITIONS, IT WILL BE DECIDED ON A CASE-BY-CASE BASIS BY MANAGEMENT."

For a corporate office, the same can be issued by the HOD-HR to various HODs of the organization.

"IT IS BROUGHT TO THE NOTICE OF ALL THE STAFF MEMBERS THAT PRIOR PERMISSION SHOULD BE OBTAINED IN THE PRESCRIBED LEAVE FORMAT FROM YOUR CONCERNED DEPT. HOD, WHICH SHALL BE FORWARDED TO THE HRD. FAILING TO DO SO SHALL BE TREATED AS ABSENCE FROM DUTY. FOR GRANTING LEAVE DURING EMERGENCY/EXIGENCY CONDITIONS, IT WILL BE DECIDED ON A CASE-BY-CASE BASIS BY MANAGEMENT."

Hope your task will be simplified by the above procedure.

Ravi
