We are planning to extend our workforce by recruiting more than 1,000 employees for our factory, whereas currently, we have 450 employees. Therefore, I would like to inquire about the mandatory legal compliance as per the Punjab Factory Act and rules applicable when a factory has more than 1,000 employees. For instance, is it necessary to have a medical dispensary and hire a doctor?
Thank you.

Approval of the revised building plan is required from the Office of the Chief Inspector of Factories in your region. You are mandated to appoint a Safety Officer. The duties, qualifications, and conditions of service of the Safety Officer shall be as prescribed by the State Government.
Similarly, you must appoint a Welfare Officer. Once again, the duties, qualifications, and conditions of service of the Welfare Officer shall be as prescribed by the State Government.
If the factory license is granted for employing less than 1000 individuals, an amendment must be sought.
The number of latrines and urinal accommodations must be increased as defined in the factory rules. Specifically, there should be one latrine for every 25 persons up to the first 100 persons, and thereafter, one additional latrine for every 50 persons. Similarly, one urinal for every 50 persons up to the first 500 persons, and thereafter, one additional urinal for every 100 persons is required.
If your industry involves hazardous processes or dangerous operations as defined under the schedule of Factory Rules, you are obligated to establish and maintain an Occupational Health Centre. This centre must have one full-time medical officer, one nurse, one dresser, and one sweeper throughout the working period.
