Basic Welfare of Labor Forces in the Construction Industry
The basic welfare of labor forces in our construction industry revolves around ensuring the timely payment of minimum wages. Apart from wages, the following essential facilities must be provided as per the applicable act:
Basic Facilities:
• Provision of wholesome, pure drinking water.
• Sufficient number of latrines and urinals.
• Washing facilities.
• First-aid facilities with good hygienic conditions.
Labor Room/Accommodation:
Every place where contract labor is required to halt or stay must have a proper labor colony. Separate rooms must be provided for women employees. Adequate ventilation and natural/artificial lighting must be maintained in every room. Rest-rooms should have at least 1.1 square meters of floor area per person. Construction should provide protection against heat, wind, and rain, with smooth, impervious floors. Adequate drinking water must be available, and the accommodation should be conveniently located near the establishment.
Canteens:
Contractors must provide an adequate canteen facility. Food quality and economical rates should be ensured for the laborers. The canteen must include a dining hall, kitchen, storeroom, pantry, and separate washing places for workers and utensils. The floor should be smooth and impervious, with walls lime-washed or color-washed at least once a year, with the kitchen walls being lime-washed every four months. Garbage collection and disposal arrangements must be made, and the premises should be kept clean and sanitary.
Latrines and Urinals:
Latrines must be provided as per the following scale:
• One latrine for every 25 females.
• One latrine for every 25 males.
Latrines should ensure privacy with proper doors and fastenings. One urinal for every 50 male workers and one for every 50 female workers. Latrines and urinals must be conveniently located, adequately lit, and maintained in a clean and sanitary condition. A suitable water supply, through taps or otherwise, should be conveniently accessible.
Washing and Bathing Facilities:
Adequate space for washing clothes and bathing must be provided. Sufficient good quality water supply with proper drainage must be ensured. Female workers should have covered washing and bathing areas.
First-Aid Facilities:
First-aid facilities must be maintained and readily accessible during working hours. One first-aid box must be provided for every 150 contract workers or part thereof. The person in charge of the first-aid box should be trained in first-aid treatment, especially when more than 150 workers are employed.
Security:
Security personnel should be deployed to ensure a safe environment in the labor camp, halt, or colony area.
Safety:
Medical checkups and safety induction training should be mandatory. The use of Personal Protective Equipment (PPE) should be enforced. Other safety initiatives such as Tool Box Talks, Pep Talks, Motivation sessions, Jobsite Safety Talks (JPST), and Risk Assessment Training (RAT) should be carried out regularly.
Weekly Movie Show:
A weekly movie show could be arranged in the labor camp on Sundays, with safety slides shown during intervals to enhance safety awareness.
Effective Relations and Retention:
The relationship between laborers and the concerned administrative/IR person, supervisor, and area in-charges is crucial. Addressing the labor force's needs and visiting the labor camp to attend to their problems fosters a sense of satisfaction. Satisfied laborers are more likely to stay with the organization, leading to effective project execution and timely delivery.
